Abstract: Agenda-setting in the European Union represents a fruitful area of study, as it allows to detect the underlying dynamics governing this peculiar political system. This thesis addresses the dimension of institutional agenda-setting, highlighting the interplay that takes place around the initiation of legislative proposals in the EU. Although the European Commission is granted a formal monopoly of power in this respect, its activity is in fact limited and influenced by the other institutions. Among these, the European Council plays a central role, being responsible for the high political direction of the integration process. The research proposed herein aims at investigating the interaction between the agendas of these two bodies. It does so by leveraging the concept of agenda convergence as tool of enquiry into the influence that the European Council exercises on the European Commission. Its results show that the overall convergence between the two agendas is definitely high, yet decreases if the President of the Commission adopts a strong leadership style vis-à-vis Member States. As regards single policy areas, convergence appears to be higher in sectors that have been under EU competence since a little time, while trends are irregular as for older competences, suggesting the intervention of third factors. This thesis is meant to pave the way for further research on this subject, so as to contribute from an agenda-setting perspective to the debate on the nature of the institutional system of the Union.</description>

Abstract: This paper aims to offer an analysis of the recently released New Action Plan on Integration and Inclusion, proposed by the European Commission for the year-period 2021-2027.&#xD;
This research will present an evaluation of the key elements and the main points of the Action Plan in a way to compare it with the previous one and to review examples of its implementation in the Italian territory. This study will be then divided into three blocks: investigation, comparison, and implementation.&#xD;
Moreover, one of the objectives is to understand how the European Union devotes its funds to integration, considering the general framework of the 2021-2027 long-term EU budget, also known as the Multiannual Financial Framework, and Next Generation EU Recovery Plan. They are classified as useful instruments to support new programmes and projects in different areas of interest, one of them being legal migration channels. This will also lead to giving an insight into the immigration policies existing at the European Union level and the legal background taken as a reference point on the matter.&#xD;
The research’s added value is providing a critical lens of the above-mentioned Plan to verify whether it can actually be defined as innovative as it has been presented.; Ce travail final a pour but de présenter une analyse du Nouveau Plan d'Action en faveur de l'Intégration et de l'Inclusion qui a été récemment publié et proposé par la Commission européenne pour la période 2021-2027.&#xD;
Cette recherche prévoit une évaluation des éléments clés et de principaux points du Plan d'Action de manière à le comparer avec le précédent et à passer en revue des exemples de sa mise en oeuvre sur le territoire italien. Cette étude sera ensuite divisée en trois blocs: enquête, comparaison et mise en oeuvre.&#xD;
De plus, l'un des objectifs est de comprendre comment l'Union européenne consacre ses fonds à l'intégration, compte tenu du cadre général du budget à long terme de l'UE 2021-2027, également connu sous le nom de cadre financier pluriannuel, et du plan de relance Next Generation UE. Ceux-ci sont classés comme des instruments utiles pour soutenir de nouveaux programmes et projets dans différents domaines d'intérêt, l'un d'entre eux étant le renforcement des canaux légaux de la migration. Cela conduira également à donner un aperçu des politiques d'immigration existant au niveau de l'Union européenne et du contexte juridique pris comme point de référence en la matière.&#xD;
La valeur ajoutée de la recherche est de fournir un regard critique sur le Plan susmentionné afin de vérifier s'il peut effectivement être qualifié d'innovant tel qu'il a été présenté.</description>

Abstract: Sicily is an Island of contradictions. European funding has been allocated to the Island; however, they are often lost in the meanders of regional bureaucracy while passing the layers of political affairs.&#xD;
This thesis stems from the poor implementation of designated resources, which would otherwise further development and progress. &#xD;
In particular, the European Regional Development Fund 2014-2020 has been analysed.&#xD;
By considering the financial resources available and comparing their implementation this work intends to highlight the strengths and vulnerabilities of the process. &#xD;
It is evident that a new level of commitment is essential; a new prospective, more attention and interest, accountable responsibility and a deeper involvement are required.&#xD;
More attention must be directed towards the care and enhancement of the Island, applying innovative ideas, developing efficient and effective projects which are handled in an inclusive and transparent manner.&#xD;
To this end, this thesis attempts to understand why it is fundamental to maintain an enduring prospective along with, both a medium- and long-term vision of what to do, how to do it, and why it should be done.</description>

Abstract: The migration and refugee crisis of 2015–2016 had a major impact on different dimensions &#xD;
of European politics and called into question the process of European integration. Such a &#xD;
disruptive crisis triggered a variety of policy responses, some of which appear to imply &#xD;
fundamental changes in underlying policy paradigms. To make sense of these non-incremental &#xD;
changes, the present research provides an insight into EU crisis decision-making, analysing its &#xD;
underlying mechanisms and dynamics through the lenses of the contingent learning approach. &#xD;
Indeed, the emergence of such changes is interpreted as going through a surprise-triggered &#xD;
understanding of cue–outcome associations in the context of the crisis and consequent &#xD;
behavioural adaptation, which took place without substantial alteration of beliefs systems. To &#xD;
test this hypothesis the present research employed process tracing methods, drawing on semi-&#xD;
structured interviews and qualitative analysis of official documents to reconstruct a possible &#xD;
causal sequence of crisis decision-making. The present analysis provided substantial evidence &#xD;
for the validity of such an interpretation, which can effectively complement the insights &#xD;
provided by integration theories and contribute to the understanding of the impact of crises on &#xD;
the Union.</description>
