Abstract
[fr] In the past few decades, economic inequality has increased crucially within main economies all over the world. The disparity seems specifically sharp by considering the inequality in wealth ownership. In major economies, the top 1% net personal wealth share owns around 20-40% of the total wealth in their respective country and continues to grow.
Belgium is not an exception to the general principle and has some concerns to address about this issue. That is why the former Belgian federal government decided to introduce the first wealth tax on its history at the beginning of 2018. The tax is called the “tax on securities accounts” and aims to raise funds among the richest households and redistribute them through public transfer spending. The concept of the new tax is the following : the private individuals who hold more than (or equal to) €500,000 of certain financial assets in a securities account throughout a reference period will have to pay an annual tax of 0.15% calculated on the total value of these financial assets.
The least we can say is that there is no unanimity on this tax. A large number of Belgian tax experts find that the new tax is not adequate for many reasons that you will discover by reading this work. The objective of this master’s thesis is to study the acceptability of the tax by basing my own research on scientist journal, on experts’ views, on press articles, studies and through my own reflection. The question of the acceptability of the tax will be divided into three pillars: is the tax adequate by considering equity, effectiveness and simplicity?
