Maladies infectieuses animales et terrorisme : hiérarchisation des pathogènes potentiellement utilisables comme arme contre les pays occidentaux

Abstract

La menace bioterroriste est un sujet d’actualité qui ne peut être ignoré dans les circonstances actuelles, mais qui reste à nuancer par rapport à d’autres menaces bien plus grandes, à savoir celle des maladies émergentes. L’histoire nous prouve que l’utilisation d’agents biologiques pour nuire à une population ne date pas d’hier et que des attaques bioterroristes ont déjà été menées. Les armes biologiques sont nombreuses et peuvent prendre la forme de bactéries, comme Bacillus anthracis ou Brucella spp, mais aussi de virus, comme Ebola ou la fièvre aphteuse, ou encore d’agents biologiques nouvellement synthétisés. Parmi ces maladies, de nombreuses touchent les animaux. Les conséquences associées à l’utilisation de ces diverses pathologies comme arme n’ont pas toutes la même ampleur. L’objectif de ce travail est donc de hiérarchiser les agents zoonotiques et maladies infectieuses animales reconnues comme potentielles armes biologiques selon divers critères tels que l’impact humain et l’impact économique associés à la libération d’un de ces pathogènes, l’efficacité de la dissémination, la perception du public… Ce travail est également l’occasion de rappeler l’importante place du vétérinaire dans le cadre de ces attaques et l’importance d’une bonne politique de « One Health ».

The bioterrorist threat is a topical issue that can’t be ignored in the current circumstances, but which remains to be nuanced compared to other much larger threats such as emerging diseases. History proves that the use of biological agents to harm a population is not new and that bioterrorist attacks have already been carried out. Biological weapons are numerous and can take the form of bacteria, such as Bacillus anthracis or Brucella spp, but also viruses, such as Ebola or foot-and-mouth disease, or newly synthesized biological agents. Many of these diseases affect animals. The consequences associated with the use of these various diseases as a weapon are not all the same. The objective of this work is therefore to prioritize the zoonotic agents and animal infectious diseases recognized as potential biological weapons according to various criteria such as the human and economic impact associated with the release of one of these pathogens, the effectiveness of the dissemination, the public perception ... This work is also an opportunity to recall the important role of the veterinarian in the context of these attacks and the importance of a good « One Health » policy.
