Abstract

[fr] La relation des villes à leur fleuve en Europe est une histoire mouvementée, présente depuis l’origine des cités. Pourtant ce lien particulier s’est fortement effacé avec le déclin et la fin de la période industrielle. Les activités portuaires faiblissant peu à peu ont graduellement laissé place à des friches urbaines. En même temps les villes s’étalaient et le cours d’eau perdait son aspect structurant, lui, qui avait souvent donné sa forme à la ville. La fin du XXe siècle a vu un changement dans l’intérêt que la ville porte au fleuve, d’abord en Amérique puis graduellement en Europe. Les années 1980 et 1990 ont vu les grandes villes françaises repenser leur lien avec le fleuve. Nantes, Lyon, Bordeaux sont des villes pionnières en France de ce qu’on appelle une «reconquête», un «retour» au(x) fleuve(s). Aujourd’hui la première vague de projet est passée, les berges et nouveaux quartiers en front de fleuve ont pris forme depuis la fin des années 2000. Le fonctionnement et l’appropriation de ces nouveaux espaces se clarifient et en même temps, les villes ont de nouvelles ambitions pour développer cette reconquête. Dans cet entre-deux des questions se posent. Les projets autour du fleuve urbain se sont construits dans une nouvelle pensée de l’urbanisme et de la manière de vivre la ville. Ils s’inscrivent entre volonté politique, nécessité économique, image, identité, ville durable et souci des enjeux écologiques. Ces grands chantiers portés par les élus ont redessiné la ville et parfois même déplacé son cœur, nous nous intéresserons donc au processus qui a mené à réintégrer le fleuve en ville et quelles nouvelles perspectives se profilent pour les futurs aménagements et liaisons de ces espaces.

[en] The relationship of cities to their rivers in Europe is an eventful history, present since the origin of cities, yet this particular link has been strongly erased with the decline and the end of the industrial period. Port activities gradually weakening have gradually given way to urban wastelands. At the same time the cities spread out and the river lost its structuring aspect, which had given the city its shape. The end of the 20th century saw a change in the city’s interest in the river, first in America and then gradually in Europe. The 1980s and 1990s saw major French cities rethink their relationship with the river. Nantes, Lyon, Bordeaux are pioneer cities in France of what is called a «reclamation», a «return» to the river(s). Today, the first wave of projects has passed, the river banks and new districts in front of the river have taken shape since the end of the 2000s. The functioning and appropriation of these new spaces is becoming clearer and at the same time, cities have new ambitions to develop this reclamation . In this in-between period, questions arise. The projects around the urban river have been built in a new way of thinking about town planning and the way of living in the city. They are in line with political will, economic necessity, image, identity, sus-tainable city and concern for ecological issues. These great building sites carried by elected representatives have redesigned the city and sometimes even moved its heart, so we will be interested in the process that led to the reintegration of the river into the city and what new perspectives are emerging for the future development and connection of these spaces.
