Abstract

[en] This study focuses on the creation of a European project, EMPACT, through soft law and then evaluates some of its results. In the first part, we see how the project was made possible by soft law. Then, in the methodology part, through a quantitative descriptive and comparative research, we evaluate the results of two criminal priorities that have drugs as their subject. The evaluation focuses on the evolution of these results and compares them from year to year. We use the reports of the EMCDDA to understand and to explain these results. The results show the precision that EMPACT has developed, the changing nature of the drug market and the constant readjustment that is required. In the discussion, we address the limitations and strengths of this work, as well as the possibilities for further research on the subject.
