Abstract

[en] As the artillery batteries were reaching their targets among civilians’ apartments and the first battalions were passing through Ukrainian borders, the very foundations of a regional and international order whose stability in Europe had lasted since the conclusion of the Second World War were simultaneously disrupted. Coming to cope with this unprecedented challenge, the European Union had to profoundly reconsider the sustainability of its posture in terms of defence and national security, paving the way for a general rearmament of the member states’ military capacities that the German Chancellor defined as “Zeitenwende”. The first sign of such variation was the delivery, for the first time on its history, of lethal military items to help the Ukrainian Armed Forces for defending themselves, whose promptness has raised not few concerns in Bruxelles. Aiming to better define and clarify such worries, this research project is set upon the evaluation of the EU’s capacities to dodge the diversion of arms and ammunition, particularly in the areas where military aid has been provided. A comparative method is set between two examples and the weapons control policies pursued by the EU, in Ukraine and the Sahelian region, mainly relying on literature review and on the quantitative analysis of the official documents from the Council that have been promulgated over the years. Eventually, differences and common evidence sought to be detected and highlighted, concluding with some final evaluations and policy recommendations.
