Abstract

[fr] For a few years, the arrival of drugs in large cities are a disaster on both the health and social levels. This also holds true for Liège, in Belgium. Despite the charm of the old quarters, the “Coteaux de la Citadelle” and so on, the city is now called "Toxcity". In order to respond to the social and health problems of some cities, SISs (Supervised Injection Site) are being set up, often launched by Risk Reduction associations and financed by the authorities.
The objective of the study is to find out the legitimacy of a SIS in the third sector in terms of the impacts it produces on its stakeholders. The issue is therefore the following: how can SIS become a model of social enterprise through the impacts they generate? In this context, we will first, study the SIS of Liège. Then this study will feed data from foreign structures.
In order to answer this question, we studied the theory of social economy enterprises and the possibility of creating and evaluating their impacts. In addition, we looked at several methods: change mode, indicators model, monetarization model and the comparison model. Then, we analysed the structure of the SIS of Liège and the impacts it can generate in its environment.
Consequently, we can affirm that the organisation is legitimate in the third sector. Although the SIS of Liège is too recent to admit that certain impacts are noticeable, it does not have a profit-making objective. It rather tends towards value creation and responds to an imminent social and health need.
On account of the constraints encountered during the study, an analysis of foreign SISs enabled us to confirm our findings and propose new practices to reinforce the impacts produced. A general consensus with stakeholders is necessary to carry out an in-depth study on the impacts created and to develop new impact-generating activities.
