Résumé
[fr] Nowadays, declining public spending makes the mission of public services difficult. This forces them to use their resources in the most efficient way possible. In addition to striving for the best possible efficiency, public sector organizations must also respect a certain level of equity so that citizens are not treated differently. The purpose of this thesis is to determine where to locate fire-station facilities in order to maximize the overall coverage of a given area while respecting a minimum level of coverage for all sectors of the area. To address this problem, a gradual maximum coverage model is developed. To address this problem, a gradual maximum coverage model is developed. The results of the model show that the optimal solution improves both the efficiency and the equity of the fire stations network despite the fact that these two criteria are opposed.
