Abstract

[en] Nowadays, climate change is to be taken more and more seriously by the political actors. Indeed, all levels of governments are willing to implement measures and coordinate action plans to reduce the greenhouse gas emissions on their territory. The cities and local governments and their managers are not left a part of this trend and some international initiatives exist to coordinate these climate actions. It’s the case of the Covenant of Mayors, which enables cities that sign it to conceive and implement a Sustainable Energy and Climate Action Plan (SECAP). The goal is to reduce the greenhouse gas emissions by 40% by 2030, and 55% by 2050.
This paper aims to analyse how city managers can support the implementation of such plans in Wallonia and to have an overview as precise as possible of all the dimensions and challenges that represents the creation and implementation of a SECAP in Wallonia, at a strategic, tactic and organizational level.
To do so, in this work, I am doing in a first part a literature review about how the environmental local action plans are seen by the literature and what is the Belgian context to implement such plans. I am secondly presenting two theories that will constitute the framework of my data collection and analysis, as well as my methodology. Finally, I am presenting the results of ten semi-directive qualitative interviews of SECAP managers, discussing them and concluding.
