Résumé

[fr] This thesis explores the potential impacts of the 2025 unemployment reform on older workers in the Belgian labor market, focusing specifically on how restricting unemployment benefits may affect their employment opportunities and overall well-being. Through a qualitative study involving interviews with key stakeholders, including representatives from employment agencies, trade unions, social welfare organizations, and specialized platforms, the research provides insights into the multifaceted challenges faced by older individuals seeking employment.
Findings indicate that the proposed reform, while aiming to address inefficiencies within the unemployment system, could exacerbate existing barriers for older workers. Interviewees expressed concerns regarding increased marginalization due to age discrimination, prolonged inactivity, and financial instability resulting from benefit limitations. The study emphasizes the urgent need for comprehensive support mechanisms that not only safeguard older workers' financial security but also promote their employability through targeted retraining and awareness campaigns.
Recommendations from stakeholders include eliminating restrictive conditions related to unemployment benefits, enhancing funding for social welfare programs, and increasing employer engagement to combat ageism in hiring practices. The thesis underscores that a holistic approach is essential to effectively address the systemic challenges of an aging workforce, advocating for policies that prioritize the integration and active participation of older workers in the labor market. Ultimately, the research aims to inform policymakers and organizations in their efforts to create a more inclusive and resilient labor framework that values the contributions of older individuals, ensuring their continued relevance and prosperity in an evolving economic landscape.
