Abstract
[en] Cameroon has institutions in charge of producing and relaying climate information, yet floods have continued to take by surprise the households of exposed neighbourhoods in Yaoundé. This study assessed how the flood Early Warning System actually works, from the institutional level down to the population, in four neighbourhoods of the Yaoundé II and Yaoundé VII councils, namely Tsinga Elobi, Madagascar, Nkolbisson and Etetak. These neighbourhoods belong to the Mfoundi division, the administrative framework of the city, and are shared between two urban sub-basins of the Mefou, the Mfoundi and the Abiergué. Four sources were combined: a questionnaire survey of 190 households sampled through proportional stratified allocation, four semi-structured interviews with the institutions of the warning chain, a documentary analysis of institutional outputs, and participant observation carried out at the National Observatory on Climate Change. These sources were mapped onto the four pillars of the Sendai Framework. The results showed a formal but locally inoperative system. While 68.4 % of households had already been flooded in their dwelling and 69.5 % considered their neighbourhood exposed, 91.1 % knew of no monitoring service and only 5.3 % had received a warning before a flood, none in one of the four neighbourhoods. 92.6 % had never received instructions from the authorities, 77.4 % had never taken part in a drill or an awareness session and 72.6 % did not know where to evacuate. In the multivariate analysis, prior knowledge of a monitoring service was the only significant predictor of receiving a warning. Receiving a warning did not change the probability of leaving the dwelling, only that of moving belongings to higher ground. The three research hypotheses were confirmed. The diagnosis was translated into a restructuring of stakeholders along a hybrid cycle and into eleven operational recommendations organised by pillar
