Abstract

[en] In order to contribute to the economic recovery, it was not paramount to highlight the necessity to set up actions and developments in Belgium, in respect with the guidelines of the European Union. The European keyword during this recession was clearly «SME»; which represent 99% of Belgian enterprises. Indeed, these companies contribue significantly to the increase of both the added value in GDP and employment, and therefore to the acceleration of the economic recovery.
However, for some SME, accessing bank financing was not without obstacles. That is why, it was really important to facilitate the access to finance, especially for those enterprises that do not have recourse to market-based financing. From then on, the Belgian government promulgated the Laruelle law in 2014, which worries about different problems of communication, information and transparency during the provision of credits. This regulation, which emanates from a European initiative called «SBA», was particularly conceived in order to improve the quality of life of the SME and was then revised in 2017 to correspond even better to their expectations.
Due to the title of this thesis: «What are the impacts of the financing law of SME, called the Laruelle law, on credit granting to SME in a bank such as Belfius Bank?», the objective of this paper is to particularly highlight the potential repercussions that this law could generate during the process of credit granting.
For this purpose, we to set up 6 hypothesis based upon a literature review and some preliminary interviews. Furthermore, we worked on the implementation of questionnaires dedicated to the collect of our results, results that have been obtained through twenty-six qualitative interviews.
Finally, by examining the peculiarities of the Laruelle law, we would like to disclose the effects of the law on credit granting, profitability and practices of banks. We also aim to expose the different expectations of the SME concerning a potential modification of the law.
