Abstract

[en] In Wallonia, carbonate rocks expose nearly 30 per cent of the territory to major environmental and geotechnical risks associated with karst phenomena (ground subsidence and groundwater pollution).
This thesis examines how these risks are taken into account in Walloon spatial planning and assesses how the perceptions of local stakeholders (local authorities, residents) influence the effectiveness of prevention measures.
The comparative methodology analyses two municipalities with differing levels of exposure:
Profondeville (covered karst, 20 per cent of homes exposed) and Sprimont (classic karst, 37 per cent exposed). It draws on interviews with regional and municipal exp erts, combined with public
perception surveys processed by ACM and HCPC using RStudio.
The results first reveal the technical isolation of the local authorities: lacking in
house experts, they bear sole responsibility for issuing planning permission in the face of non binding regional advice.
Management also suffers from regulatory inconsist encies, pitting the obligation to allow rainwater
to infiltrate at plot level (flood standards) against karst prevention measures (as concentrated
infiltration triggers cave ins). Finally, statistical analysis shows that living in a karst area does not
guarantee an awareness of the risk. Direct experience shapes one’s perception, whilst the absence of such experience tends to foster either theoretical anxiety or complete indifference.
In conclusion, the study highlights the need to move away from a reactive, case by case approach to urban planning towards a comprehensive and proactive prevention strategy. This entails urgently updating the mapping of constraints which has remained unc hanged for twenty years adapting public communication to the identified psychological profiles, and capitalising on the financial opportunities offered by the future Walloon Subsoil Code.
